What should I wear on my Bat-Mitzvah?

I'm pale and have red/brown hair. I want to wear a dress shoes, and cute sweater. I need color ideas??? Shape??? I'm busty for my age. etc. Where should I get it? low budjet please...

First of all congratulations! Since we are in the early part of spring, why not embrace that and go for a great spring dress that's just a slight bit fancier. Since you are slightly bustier as you say, go for higher necked dresses or a v-neck to lengthen the neck and draw the eye either up or down:
